This is such a wonderful story! Apparently the shelter talked about in this documentary, had a close to 100% kill rate.
This social program is great for the animals and inmates alike - It gives purpose to the lives of inmates inside and something to love and to give love back.
Hopefully other institutions see the benefits of this - It's a win, win in my opinion.
